Permission
will be issued only for Newspapers/Magazines/Periodicals/Journals,
etc.
The
applicant (Publisher, printer and owner) has to submit
an application (Rs2/- court fee stamp affixed) for title
clearance, periodicity and address. There is no prescribed
form for application.
He
has to furnish a list of titles in order of preference,
so that the title will be cleared depending upon its availability
with the registrar of Newspapers for India (RNI), New
Delhi.
On
receipt of the application the character and the Special
Branch will verify antecedents of the applicant and a
report will be sent to the RNI in the prescribed format
for title clearance.
After
receiving the title clearance from RNI the applicant has
to file declaration forms in (7) sets (forms available
in SB) along with (2) photographs of the Publisher and
printer before the Dy. Commissioner of Police, Special
Branch City, Hyderabad.
After
scrutiny, permission will be granted to the applicant
to publish the Newspaper/Magazine/ Periodical.
Your attention is also invited to
the PRB Act, 1867 after clearance of the title from RNI. New
Delhi.
Where
the publisher and printer are not the same, separate declarations
are filed.
Where
the publisher or printer of a newspaper is not the owner
thereof, an authority in writing should accompany the
declaration from the owner authorizing such declarations.
Declaration
made in respect of a newspaper will be void if the newspaper/periodical
is not brought out:
Within
six weeks from the authentication of the declaration
under Section 6 in the case of a newspaper to be published
once a week or often and
Within
three months in the case of any other Newspaper and
in every such case a new declaration has to be filed.
N.B.: Owner/ Publisher
of the title is also advised to submit all documents required
for registration of the title immediately after publication
of the first issue of the newspaper within the prescribed
period as per para II (iii) above. Complete documents for
registration should reach RNI office within 30 days of the
expiry of the prescribed period (6 weeks/ 3 months as the
case may be) failing which the titles will be treated as free
for allotment in favour of other applicants.
