Medak Dist, Police
have introduced a programme nomenclatured as “KALISINADUDDAM”
focusing on rural youth to bring about awareness and behavioral
changes. Since Extremists have exploited rural youths as their
support mechanism to strengthen and infiltrate their tentacles,
we have to target the rural youth of remote area especially
of affected area to achieve the following aims/objectives.
To
eradicate the extremists menace and sap the influence.
To
de-link the support mechanism with UG apparatus.
To
generate a sort of odium among the youth against extremists
and their hollow ideology.
To
develop rapport with the people and to evolve people friendly
and service oriented system.
To
try for socio-economic and cultural regeneration
To
generate a concept among the people and make them to transcend
the mental barriers for easy access with the police in
times of need.
To
improve the image by widening the scope, breaking the
confines of being limited to crime and L & O and to
encompass the activities relating to well being of people.
APPROACH
To
promote sports activities like conducting of sports and
games.
To
set-up youth clubs.
To
set-up community centres.
To
provide drinking water facility.
To
conduct Grama Sabhas to identify the felt needs of the
rural areas.
To
adopt social welfare hostels for improving the basic facilities.
To
provide “VIMUKTHI” (Redemption) to those ex-militants
and sympathizers who are having good character.
To
rehabilitate the surrendered cadres.
The following are the brief details
on each.
SPORTS PROMOTION:
For Developing the sporting spirit and bridging the gap between
the Police and Public especially youth. We have conducted
sports and games for the youth in extremists affected 251
villages in the limits of 22PSs of Toopran, Siddipet &
Medak sub-division for 5 days. Kabbadi, Volley ball, Cricket,
athletics, kho-kho competitions were conducted during the
sports meet. The response from the public was over whelming.
YOUTH CLUBS:
In an effort to generate enthusiasm among the youth and prevent
them from getting influenced by extremists, we have set-up
53 youth clubs in the entire district, Sports kit were supplied
to these youth clubs. These youth clubs can be useful to us
in future for patrolling the villages to contain crime, developing
information network and bringing police close to the public.
Efforts will be made in coordination with other departments
to provide skill development training to the youth and help
them in seeking gainful employment.
COMMUNITY CENTRES:
The role of community in healthy development of an individual
is immense. Community centre can act as centres for guiding
the youth to the right path. It is for this reason that police
has decided to set-up community centres in the limits of all
PS’s in the district where in certain facilities like
news papers, weekly magazines, radio etc., would be supplied
to engage the gullible youth in right direction. These community
centres can be used in future for implementation of “NIRANTHARA
VIDHYA” programme sponsored by Central Govt. in coordination
with the Dist. Collector, Medak District.
DRINKING WATER FACILITY
IN REMOTE AREA:
The Prime objective is to provide the facility of potable
water in the villages where the problem is acute. As many
as 32 villages in 16 circles of the district have been identified
in the first phase, where Police has decided to arrange bore
wells. This will help us in coming close to the rural public.
GRAMA SABHAS:
All SI’s have been instructed to visit all the villages
in their jurisdiction and conduct Grama Sabhas to identify
the felt needs of the public. The district police has already
adopted 36 villages and taken various steps in coordination
with other Government departments to solve the problems of
the public. The same shall be continued. The role of police
would be like CATALYST to solve various identified problems
of the villagers.
ADOPTION OF SOCIAL WELFARE
HOSTELS:
We are contemplating to improve the safety and facilities
like provision of books, clothes etc., in the hostels. As
part of it, we have adopted three residential hostels consisting
of about 220 girls some of whom are orphans, some have single
parents and some come from a very poor background where their
parents cannot afford to bring up a girl child. These are
Government hostels under the social welfare department and
the women and child welfare department. The local population
was mobilized and made aware of the poor state of these hostels
and within 3 months a facelift was given to these hostels.
All the business community of Siddipet got together and directly
got the hostels whitewashed, provided Mattresses, Bed sheets,
New clothes and Footwear. Colour television sets and Trunk
boxes. The Sathya Sai Seva Samithi provides the girls of Anandanilayam
hostel, clothes and meals on festivals as well as teaches
the importance of each festival to them. Local doctors and
some clubs have taken providing medical checkups and aid.
Anandanilayam hostel consisting of a large number of orphan
girls is being run by the social welfare department. It was
housed in a private building whose owner wanted them to vacate
as he wanted to sell the house. On requesting the Collector
an earlier unfinished building was completed with 8 rooms
and the 60 girls were shifted there within a month for the
Balasadanam Hostel (Women and Child Welfare Department) with
the help of the Collector a compound wall is being constructed
(Which the hostel never had for the last 5 decades) and 10
bathrooms too which were hitherto in a state of disrepair.
This work in Siddipet is a good example of how the police
and the whole community with the support of the Dist. Collector
can take care of the unwanted children in our society. This
gesture has not only enhanced the interest of children but
also paved a way for a lasting impression which prevented
the extremists to peep into.
VIMUKTHI SADASSU:
Which brings a new life to extremists. We have removed the
names of ex-militants & naxals sympathisers from Police
records who have not come to any adv erse notice for last
few years. This approach will provide real salvation to them
and is also bound to send message to other cadres for surrender.
In this context we have removed 1923 ex-militants & sympathisers
from police records & distributed “Good Behavior”
certificates
to all of them. In first phase at Siddipet “Vimukti”
sadassu 1245 members, Second phase at Toopran “Vimukthi”
Sadassu 574 members and in third phase at Medak “Vimukthi”
sadassu 102 members names removed from Police records.
REHABILITATION OF SURRENDERED
EXTREMISTS:
We are making all out relentless efforts for the surrender
of UG cadres. We are conducting counseling with the parents
/ relatives / friends of UG cadres and appealing for surrenders.
The rehabilitation process is being taken-up on war footing
basis and requesting the connecting department for a coordinated
approach. The surrendered cadres are initially being provided
with immediate relief of Rs. 5000/-. We have provided rehabilitation
to the surrendered cadres in the form of agri. Land, Autos,
Cars, Jeeps, Tractors, Xerox machines, Kirana shops etc. All
these measures will prompt the UG cadres to think seriously
for surrender and join mainstream.
CONCLUSION
The motto of KALISI NADUDDAM is to eradicate the extremists
menace from its root. This is only possible with the cooperation
of the public. Only when the gap between the public and police
is bridged that the support base of the naxalites will get
weaned off.
