Police Transport Organisation is functioning
since the Nizam Government era. This Organisation was divided
into (2) separate Wings/Organizations namely Police Transport
Office, Hyderabad Deccan and District Police Transport. A
Deputy Superintendent of Police (Technical) was looking after
Police Transport Office, Hyderabad Deccan under Commissioner,
Hyderabad City Police and additionally the other wings like
Mounted Police, Police Communication, Fire Service, Road Transport
Licensing and Registration Authority was also looked after
by the same Deputy Superintendent of Police(Technical)under
the Commissioner of Police, Hyderabad City Police.
After the closure of Hyderabad Army, many
technical officers from Army were posted as in-charge officers
of Police Transport Office, Hyderabad and imported vehicles/jeeps
left by British Army were acquired by the Police Department.
The entire Organisation was re-organized during the years
1956-1957 by splitting the various wings from Police Transport
Office, i.e., Mounted Police, Police Communications, Road
Transport Authority & Fire Services and adjusting the
surplus staff to various other Police Departments.
FUNCTIONS:
The job profile of the Police Transport
Organisation includes:
- Routine Maintenance of Vehicles.
- Repairs (Including major overhaul to vehicles).
- Procurement of new vehicles.
- Condemnation and auction of old vehicles of the department.
- Centralised Procurement of Spare Parts, Tyres, Tubes
& Batteries and supply to all District Maintenance Units
(DMUs)/Districts.
STRENGTH PARTICULARS:
The Police Transport Organisation is headed
by an IPS officer. He is assisted by one Addl. Superintendent
of Police, Iin-charge of Administration and one SP Technical,
In-charge of Workshop and Maintenance & Training Wing
with other supporting staff. The lower level technical staff
consists of PCs and HC with proper technical qualifications.
INFRASTRUCTURAL FACILITIES:
This organisation is having necessary infrastructural
facilities to attend all kinds of repairs including all major
repairs, overhauls and servicing of Police Vehicles. The facilities
include engine reconditioning, overhauling of fuel injection
pumps, recalibration of pump and wheel alignment, Electrical
work, Painting, Upholstery and Body building etc.
MAIN TECHNICAL STORES:
This organisation is maintaining necessary
inventory for issue of spare parts to vehicles which are brought
for repairs in PTO workshop. Besides the above, the PTO also
issues spare parts, tyres, tubes and batteries to all the
vehicles stationed in districts and Units. All the spare parts,
tyres, tubes & batteries being purchased directly from
the Manufacturers, Authorized distributors/dealers at a very
competitive price and known for quality.
FLEET:
PTO purchases new vehicles in accordance
with the sanctions given by the Government of Andhra Pradesh
from time to time under a Purchase Committee headed by Senior
Police Officers. The allotment of these vehicles is being
done by this Organisation as per the orders of Chief Office.
Recently different types of vehicles were
purchased under the scheme of Modernisation of Police Force
including Rakshak Jeeps, Highway Patrol, Blue colts and Traffic
Motor Cycles and are being allotted to districts/units.
Blue Colts Motor Cycles: All the blue colts
motor cycles issued to Urban Areas and district police shall
be used for Law & Order duties in uniform with riot gear
like blue helmet, walky-talky set and baton and also with
a pillion rider. These vehicles shall move into sub-lanes
and the extensive police patrolling in the disturbance prone
areas may be made within their jurisdiction.
Traffic Motor Cycles: Traffic Motor Cycles
with two traffic constables shall extensively move in the
heavy traffic zones and ensure free flow of traffic. The siren
and blinkers shall be used when there is conjunction of traffic.
Whenever the traffic rules and signals are overlooked or speed
and rash driving observed, the traffic M/Cs shall chase them
and book a case.
Rakshaks: Rakshak jeeps with a contingent
of an SI(L&O), HCs/PCs have to do patrolling in their
jurisdiction mostly the sub-level where there is disturbance,
the siren and revolving lights and public address system shall
be used whenever they anticipate disturbance and mass gatherings
in sub-lanes. As far as possible they may address the public
to call police wherever any police assistance is required
and exhibit the phone numbers to be contacted.
AUCTION OF VEHICLES/STORES:
The condemned vehicles and unserviceable
store articles including tyres, tubes and batteries put to
Tender-cum-Auction in the premises of Police Transport Organisation
giving wide publicity in National news papers, throughout
India. The very first time it is being proposed to conduct
auction of vehicles Regional wise i.e., at Vishakapatanam,
Vijayawada, Thirupathi and Hyderabad.
FUEL OUT-LETS:
Police Transport Organisation is also operating
2 Fuel outlets (One at PTO and One at DGP’s Office compound)
round the clock for supply of fuel, lubricants and oil to
all police vehicles.
Proper guide lines are issued to the units/districts
for strict compliance to maintain economy in fuel consumption.
VVIP VEHICLES:
VVIP convoy vehicles (Pilot/Escort and Motor
Cycle Outriders) are being maintained by the PTO. The vehicles
of GAD earmarked for VVIP visits are tested for fitness in
this Workshop and certified by the Technical Staff of PTO.
Bullet proof vehicles of all Ministers including Honorable
CM of AP and HM of AP get repaired here in PTO workshop.
Repairs to all vehicles of city based units
such as Grey-Hounds, SIB, Intelligence, Security Wing, CID,
City Police and all the Officers of DG & IGP’s office
is being carried out in this workshop. All the repairs done
in PTO are carried out under the supervision of technically
qualified officers who are graduates/Diploma holders in technical
subjects or ITI trained personnel.
Teams of mechanics/electricians called as
“LIGHT AID DETACHMENT (LAD)” are stationed at
PTO and at the office of the DG & IGP to attend the sudden
breakdown of vehicles and emergent repairs round the clock.
Technical teams from this organisation are
being sent to the districts and APSP battalions on a regular
basis to check and repair sick vehicles then and there. They
carry out minor/medium repairs and ensuring better maintenance
of the vehicles in the districts and minimize expenditure
on repairs.
DISTRICT MAINTENANCE UNITS:
Government has accorded sanction for creation
of 16 district maintenance units (DMUs) at the following 16
districts.
- Visakapatnam
- Kakinada
- Guntur
- Ananthapur
- Ongole
- Nelloore
- Khammam
- Warangal
- Karimnagar
- Kurnool
- Chittoor
- Adilabad
- West Godavari
- Srikakulam
- Cuddapah
- Nizamabad
The technicians stationed in districts were trained in preventive
maintenance system to avoid en-route failures and to reduce
the cost of the repairs. This system is working satisfactory.
When it was decided to withdraw some of the mechanics from
certain DMUs the unit officers have requested that their services
are very essential as they are carrying out minor/medium repairs
and ensuring better maintenance of the vehicles in the districts.
They are also accompanying the VIP/VVIP convoys during their
visits to avoid en-route failures etc.
Regarding recent decision to send technical
teams to nearby districts/units of Hyderabad city to check
sick vehicles and to repair them then and there is also yielding
very good results.
TRAINING CENTRE:
This Organisation is having Driving and Maintenance
(D&M) Training Centre. Refreshing courses to the Mechanics
and Drivers are being conducted regularly to the mechanics
and drivers not only of this Organisation but also from the
districts/units.
The cadet RSIs are also trained on “MAINTENACE
OF VEHICELS” and in “MOTOR DRIVING” for
two months during their basic training period
Technical training courses are regularly
organized for the benefit of the mechanics and in such training
courses they are exposed to repairs of new models of different
vehicles. Firms like Maruthi, Eicher, M&M and Hindustan
Motors are being contacted and special courses of training
in latest techniques of repairs are also being organized.
The concerned company engineers/technicians also conduct indoor
and out door classes to explain the modifications and latest
technological improvements brought in their products especially
for the latest generation vehicles.
COMPUTERISATION:
A proposal for Computerisation of Police
Motor Transport fleet management is initiated and will be
taken up in (3) phases for close monitoring of repairs/replacements,
Preventive & Periodical Maintenance of vehicles. Apart
from this, Computerisation of Inventory of Main Technical
Stores of PTO for monitoring indents, purchases and issues
of spares and (2) POL outlets in city, owned by Police Transport
Organisation is also proposed for monitoring monthly quota
of POL for vehicles/units and for proper utilization of POL
funds.
Phase I
- A software for fleet management suitable for departmental
utility and procedural formats will be developed with multiple
user and network version. The software will be suitable
to all the MT Wings throughout the AP Police for all units.
- A main server with leased line with connectivity at PTO

Phase III
Integrating all the MT Wingns of DMUs/District
Units, Battalions and PTCs through Net work to PTO.
WELFARE/SPORTS ACTIVITIES:
A Medical Inspection Room is functioning
in PTO to attend first-aid/medical treatment and periodical
health checkups for the staff of this Organisation. One will
be visiting the MI Room regularly. The required medicines
are being procured from the Police Hospital, Amberpet, Hyderabad.
Loans are being sanctioned to the eligible
employees of PTO both from PTO Welfare and DGP Welfare Funds.
Apart from this Personnel/Two Wheeler/Housing loans from different
Banks/HDFC/Bhadrata are also being sanctioned.
All the staff of this Organisation is covered
under Bhadrata and Arogya Bhadrata Schemes and Medical re-imbursement,
Medical Advances, Education Aid/Merit Scholarships and Exgratia
are being sanctioned as per rules.
GYMNASIUM:
A mini Gymnasium is opened in this Organisation
for physical fitness of the staff of PTO and it is provided
with sports/games items. It is kept opened everyday from 6
AM to 8 AM and 5 PM to 7 PM.
RETREAT PROGRAMME:
The following goals are set in the retreat
programme during 2002 to be achieved during the year 2003.
- Modernisation of (40) years old workshop with latest machinery
& equipment.
- Introduction of more number of float assemblies like engines,
gear box, differentials, self starters, alternators of various
vehicles.
- Reduction of time schedule of repairs.
- Better service to the user officers.
- Simplifying the working procedures within the Government
financial limitations and procedures.
- Seeking assistance from the HRD & R&D wings of
vehicle manufacturers for study and simplified procedures.
- Re-organisation, restructuring & implementation of
Chapter 53 of the revised AP Police Manual on PTO wing approved
by Government.
- Establishment of Regional Workshops at Thirupati, Visakhapatnam
& Vijayawada.
- Goal set for 30% increase in the number of vehicles repaired
of major/minor repairs during the coming year.
- Goal set for 30% increase in the number of vehicles attended
for periodical & preventive maintenance during the coming
year.
- Restricting POL pilferage.
- Increase in POL saving.
- Ensuring better KMPL of vehicles in POL consumption.
- Imparting training programmes for safe and healthy habits
for drivers.
- Computerisation of fuel outlets.
- Enhancement of labour charges on par with the average
pay of HC/PC Mechanics.
- Refresher course for MTOs of all Districts/Units in updating
their knowledge on new generation vehicles.
- In-service training for the HC/PC mechanics and drivers
of PTO at least once in a year for upgrading their skills.
- Service training programmes by vehicle manufacturers
either at manufacturer's training centers or at D &
M Training center at PTO for all Mechanics & drivers.
- Renovation and modernising the D&M Training Center
of PTO with all latest training gadgets namely LCD projectors,
class rooms & furniture etc.
- Implementation of welfare measures to the men of PTO.
- Starting a consumer Co-operative store.
- Mutual co-operative housing society.
- Improvement of drinking water facility.
- Improvement of roads & toilets etc.
